The reason there is no mention of St Piran in the books is because he morphed into St Sawle! He was given a different day, in July, I believe, but in essence was the same person. The very same one who floated across from Ireland on a millstone.
The Cornish flag is meant to have come into being from St Piran, making a fire on his hearth of tinstone. When it got hot enough, the tin was released from the ore, forming a 'white' cross on the black background of the waste rock. All quite fanciful really, but then, who knows what happened all those years ago...

I do not recall mention of St Piran's Day in the books. There is information about St Piran's day on the site. If you go to the Main Page and scroll down to the penultimate folder and then click on St Piran's Oratory you will find some interesting posts.
I believe that Spring in the UK doesn't start officially until later in March and there is still time for snow - alas
